Mr. Kostiantyn Gura

Mr. Gura is an expert in energy efficiency, renewable energy and decarbonization. For more than 6 last years Mr. Gura has actively worked on policy making and investments attraction issues. In November 2018, Mr. Gura was elected as a Vice-Chair of the Bureau of Group of Experts on Energy Efficiency and Renewable Energy of the United Nations Economic Commission for Europe (UNECE). In September 2020, he was elected as the Chair of UNECE Renewable Energy Bureau and re-elected as the Vice-Chair of the UNECE Energy Efficiency Bureau. Mr. Kostiantyn Gura held a position of the Acting Head of State Agency on Energy Efficiency and Energy Saving of Ukraine from June 2020 till August 2021. During 5 last years with Mr. Gura leadership and/or his active participation the following results were achieved:

  • In cooperation with the Parliament Committee on Energy, Housing and Communal Services finalized the Law on Energy Efficiency №4507 (supported by the Parliament and signed by President of Ukraine), Draft Law №3356-d on Mandatory Use of Liquid Biofuels in the transport sector (supported by the Parliament in the first reading) and Draft Law №5464 on Amendments to the Law of Ukraine "On Alternative Fuels" on the Development of Biomethane Production (supported by the Parliament in the first reading);
  • The draft Order of the Cabinet of Ministers of Ukraine "On approval of the Concept of Introduction and Development of the Green Bonds Market in Ukraine" with the corresponding Action Plan were developed;
  • Under Mr. Gura coordination the work on preparation of the Strategy for the hydrogen market development until 2050 was started;
  • The draft of a new 5-year Government Program on Energy Efficiency and a corresponding National Action Plan until 2030 (EEAP) were developed; EEAP 2030 adopted by Cabinet of Ministers already;
  • Within the Unified State Electronic System in the field of construction (www.e-construction.gov.ua) an office was launched to conduct monitoring of energy certificates of buildings;
  • The introduction of energy management systems in public buildings was multiplied (energy management systems have already been implemented in 225 local authorities);
  • Extended to the period of 2021 and expanded the Government Target Program for Energy Efficiency "Warm Loans" for private households; for the first 9 months of 2021 – 11,275 loans for energy efficiency measures implementation worth UAH 452.2 million were issued;
  • In cooperation with the Ministry of Regional Development of Ukraine a draft Order for the introduction of a new class of energy efficiency “NZEB” was developed (NZEB – buildings with close to zero energy consumption);
  • 5 technical regulations on energy labeling were developed and approved by the Orders of the Ministry of Energy.
